National Energy Information System (NEIS) is an online portal which provides energy statistics of potential, production, consumption, import, export etc. in federal system of Nepal. It covers the data of all three-tier government Federal, 7 provinces and 753 local levels.
Reliable, timely and quality data is important for decision making and future planning. Water and Energy Commission Secretariat (WECS), Government of Nepal is an apex body in the sector of water and energy. It plays an advisory role to the government of Nepal. Since, its establishment it has been doing the job of collecting, analyzing and publishing the energy related data. WECS has developed this energy information system so that policy makers, planners, academia, private sectors, national – international organizations, development partners and general public at large can easily access and benefit through this web portal.
Water and Energy Commission Secretariat (WECS) is responsible for providing recommendations and advice to the Government of Nepal, on energy policy and planning matters and preparation of yearly Energy Synopsis Report.
WECS routinely conducts such studies and surveys which provide basic information for conducting various energy policy analysis and energy modelling exercises. Database building and policy analysis work by nature, are on-going processes. All this information is scattered and difficult to access to other government office and public. Proper management of the data is necessary so that anyone can access that information easily in their required format. The users of this data are policy maker, planners, academia researchers etc. Since this is the age of information technology and digitalization, WECS has developed framework of NEIS software system.
Objectives
- To provide assistance to the concerned ministries in formulation policies and objectives to be included in the perspective/periodic plan relating to the water resources and energy sector.
- To provide suggestion, recommendations and guidance with regard to the multipurpose (mega and medium scale only) projects' development as well as to irrigation, hydropower, drinking water, industrial use of water, flood management and water navigation; and also regarding the promotion and development of such mega and medium scale projects, and protection of environment aspects relating to the above sectors.
- To formulate policies and strategies for the water resources and energy sector.
- To render opinion, advice and recommendation on the bilateral and multilateral issue relating to water resources and energy.
The Water and Energy Commission (WEC) was established by GoN in 1975 with the objective of developing the water and energy resources in an integrated and accelerated manner. Consequently, a permanent secretariat of WEC was established in 1981 and was given the name, Water and Energy Commission Secretariat (WECS). The primary responsibility of WECS is to assist GoN, different ministries relating to Water Resources and other related agencies in the formulation of policies and planning of projects in the water and energy resources sector. The objectives and mandates of WEC and WECS have been revised and modified a number of times since their establishment.

GoN may necessarily add or deduct and reshuffle the number of members of the Commission as and when deemed necessary. The tenure of the nominated members is two years. The Commission may also invites in its meeting experts or officials as and when deemed necessary.
Meeting and decisions of the Commission
- The Commission shall meet at least twice a year, but the chairperson may call its meetings any time as deemed necessary.
- The Chairperson shall preside over the meeting of the Commission.
- The attendance of the fifty percent out of total number of the members of Commission shall be accepted as the quorum for conducting the meeting.
- The decision of majority shall be regarded as the decision of the meeting. In case the majority is not maintained, the chairperson shall cast the deciding vote.
